Statement on Better Work Haiti Operations

Better Work Haiti continues to operate in a significantly constrained environment due to a combination of deteriorating security conditions, economic instability, and a significant cut in funding. These challenges have had a profound impact on the Haitian garment sector, which accounts for approximately 90% of the country’s exports.

Despite these difficulties, Better Work Haiti remains committed to supporting the sector. A small team will continue to operate in-country through the end of 2025 to maintain essential services and engagement with national constituents and industry stakeholders. This includes continued collaboration with the Government and employers’ and workers’ organizations to uphold labour standards and promote decent work.

Since its inception in 2009 under the HOPE II act, which offers duty-free access to the U.S. market for apparel, Better Work Haiti has played a vital role in improving working conditions and fostering social dialogue in the garment industry. The programme has adapted to numerous crises over the years, and this current phase reflects a continued commitment to resilience and partnership.

The International Labour Organization (ILO) and Better Work remain open to dialogue with all stakeholders on the future of support for the sector. We are ready to explore sustainable solutions that build on the progress achieved and respond to the evolving needs of workers and employers in Haiti.
