This report reflects the findings and insights derived from Better Work Egypt’s engagement in the garment sector during 2023.

The Better Work Egypt Annual Report serves as an update on the prevailing conditions within Egypt’s garment industry and provides an overview of non-garment factories under the programme’s auspices. Building upon the 2022 report, this second annual publication enriches industry understanding and collaboration by highlighting sectoral trends, prevalent violations, and pivotal challenges. Drawing on 60 assessment reports conducted throughout the year, the report utilizes primary data from compliance assessments. Assessments are facilitated by a team of two assessors during unannounced two-day visits, and employ a triangulation methodology including direct observations, document review, and interviews with both workers and management. This inclusive approach offers a comprehensive overview of adherence to national labour laws and international labour standards across the surveyed garment and non-garment factories.


The data suggests a minimal incidence of non-compliance regarding the five core labour standards—namely child labour, discrimination, forced labour, freedom of association, and collective bargaining. OSH emerges as the most recurrently violated, particularly concerning emergency preparedness, worker protection, and provision of health services and first aid. The report also offers insights on country context, a sectoral overview, Better Work’s activities and aims, and more detailed information on findings and methodology.
